Allan Rock: How Disregard for the Laws of War is Making Conflict Deadlier

Description: International humanitarian law (IHL) is failing. In recent years, we have witnessed the combination of callous disregard for the basic rules of humane conduct in conflict and the lack of consequences and resulting impunity. The paralyzed Security Council does not or cannot act: indeed, the permanent members are actively committing or enabling criminal conduct. Basic principles of conduct during armed conflict are now honoured in their breach. Professor Rock will explore the decline of IHL in his public presentation to the University of Windsor community.

Allan Rock is President Emeritus of the University of Ottawa and former Canadian Ambassador to the United Nations. Having just completed a term as Visiting Scholar in the Harvard Law School Program on International Law and Armed Conflict, he has returned to the University of Ottawa’s faculty of law where he teaches IHL and Appellate Advocacy.
