The Constitution of the Canadian Union of Public Employees, last amended at the 2011 National Convention, determines the Union's goals and how the Union operates. It forms the basis for the functioning of the more than 2,400 CUPE local unions across Canada.

CUPE Local 1393 maintains its own set of By-Laws and Policies, last amended February 2012, dealing with the operations of our Local. The By-Laws and Policies of the Local shall at all times be subordinate and subject to the provisions of the Constitution of the Canadian Union of Public Employees.

All rules, policies and procedures shall be defined by the following documents, in priority order:
- Constitution of the Canadian Union of Public Employees
- By-Laws and Policies for CUPE 1393
- Bourinot's Rules of Order, 4th ed.
All members in good standing shall be provided free of charge with an up-to-date copy of the Local By-Laws and Policies, and a copy of the CUPE Constitution. All members shall receive amendments to the By-Laws and Policies from time to time, as required.
CUPE Local 1393 has resolved, by way of motion at the October 28, 2013 General Membership Meeting, to a thorough review of its local by-laws and procedures.
This review, and any recommended revisions, will be carried out by a working committee and presented to the general membership for approval. The working committee is comprised of: Dean Roy, Sandy Power, Mary Brownlie, Aldo DiCarlo, Guy Allen, Sara McNorton and Rob Aitkens.
