Sebastian Lacey

Sebastian currently works as a Senior Trade Policy Officer for Global Affairs Canada within the Government of Canada. Primarily, he provides strategic advice and coordination for the on-going bilateral trade negotiations between Canada and the United Kingdom. Previously, Sebastian co-led the Department of Canadian Heritage’s bilateral engagement with the European Commission and other like-minded jurisdictions on issues relating to the digital and creative industries, such as social media platform governance, disinformation and copyright and audiovisual legislation. Sebastian began his career in the public service at the Treasury Board Secretariat of Canada in 2018, where he was responsible for improving transparency, accuracy and governance of procurement data and practices.

Sebastian received his BA Honours Degree in International Relations & Development Studies at the University of Windsor in 2017 in which he specialized in French and Economics. During his undergraduate degree, Sebastian worked as a teaching assistant for the Economics Department and volunteered as part of the University of Windsor’s Model United Nations. He also participated in a professional development course through the Political Science Department that provided an internship, and later summer employment, at Workforce WindsorEssex.

Upon graduating from the University, he completed a Masters Degree in Global Governance from the Balsillie School of International Affairs (BSIA) in 2019. His major research paper centered on nuclear proliferation, utilizing behavioral economics and political psychology to compare the Cuban Missile Crisis with the on-going nuclear crisis on the Korean Peninsula. He volunteered his time as a student representative on the BSIA Council and as an editorial assistant for the African Journal of Aids Research.
